Baltimore police have released body camera video that shows a disturbance that took place last weekend in the Inner Harbor.

Police said they made several arrests Saturday after a large group of teens came to the downtown area. Police said officers got reports that the teens were fighting.

According to witnesses, the teens also made threats and caused property damage.

The victim was walking on West 44th Street near Eighth Avenue just after 5:30 a.m. when a man came up behind him and reportedly said â€œWhat are you looking at?â€�. While the victim was still on the ground, six other men ran up to him and stabbed and slashed him multiple times. He was initially listed in critical condition, but has since stabilized. Four people have died, including a police officer and one man believed to be the attacker, police said.
At least 20 other people were injured in the attack, some with â€œcatastrophicâ€� wounds.
The alleged assailant drove a car into pedestrians on Westminster Bridge before crashing it and then trying to enter the complex, armed with a knife.
He was shot by armed police inside the security cordon of the Houses of Parliament.

(Fox 29) Philadelphia police released video of a drive-by shooting that left one dead and five wounded in Fern Rock late Monday afternoon.
 
Police were called to the intersection of North Broad Street and West Chew Avenue Monday around 2:15 p.m. 
 
According to police, the shooter, who was seated in the rear right passenger seat of the vehicle, fired at least 24 shots from a semiautomatic handgun at a group of people.
 
Responding officers found six victims suffering various gunshot wounds. They were all rushed Einstein Medical Center. One 26-year-old man, shot multiple times in the chest, succumbed to his injuries and was pronounced dead. Violent crime and drug abuse in Philadelphia as a whole is a major problem. The cityâ€™s violent crime rate is higher than the national average and other similarly sized metropolitan areas.1 Also alarming is Philadelphiaâ€™s drug overdose rate. The number of drug overdose deaths in the city increased by 50% from 2013 to 2015, with more than twice as many deaths from drug overdoses as deaths from homicides in 2015.2 A big part of Philadelphiaâ€™s problems stem from the crime rate and drug abuse in Kensington. 
 
Because of the high number of drugs in Kensington, the neighborhood has a drug crime rate of 3.57, the third-highest rate by neighborhood in Philadelphia.3 Like a lot of the country, a big part of this issue is a result of the opioid epidemic. Opioid abuse has skyrocketed over the last two decades in the United States and Philadelphia is no exception. Along with having a high rate of drug overdose deaths, 80% percent of Philadelphiaâ€™s overdose deaths involved opioids2 and Kensington is a big contributor to this number. This Philly neighborhood is purportedly the largest open-air narcotics market for heroin on the East Coast with many neighboring residents flocking to the area for heroin and other opioids.4 With such a high number of drugs in Kensington, many state and local officials have zoned in on this area to try and tackle Philadelphiaâ€™s problem.
