A mother is in custody after a 2-year old a toddler wound up on the roof of a home in the Frankford section of the city Monday afternoon.
Cleaira Bell, 22, was arrested and charged with: Endangering the Welfare of a Child, and Recklessly Endangering another Person.
A neighbor recorded the rescue. In the video, you can see the 2-year-old standing on the edge of the roof; three stories high, just before firefighters showed up.
Jacob and others managed to keep the toddler's attention while firefighters put a ladder up to the 3-story home on Leiper Street. A police officer went up to the 3rd floor open window, arriving just in time.
