Parma Missouri (KFVS) - Voters in Parma, Missouri voted in their first African-American female mayor.

Tyrus Byrd will be sworn in as mayor on Tuesday evening, April 14 at the Parma Community Building.

According to Mayor Randall Ramsey, five out of six police officers resigned this week, effectively immediately.

Mayor Ramsey said the city's attorney, the clerk and the waste water treatment plant supervisor also turned in resignation letters citing "safety concerns."

Mayor Elect, Tyrus, Byrd, said she was unaware of the situation and plans to ask questions about the "safety concerns" during Tuesday night's ceremony.

Mayor Randall Ramsey served the city of Parma for 37 years during two different terms.

He lost the election by 37 votes.

Byrd served as city clerk in the past. She was born and raised in Parma and also does missionary work.

It's a police pursuit you'd likely see on a California highway. But this one happened in a small Minnesota town. Neighbors watched as cops chased the cement truck for an hour and a half. Inside, they say was an 11-year-old boy driving. Police say the boy saw the truck parked on the street with the keys inside and took off. He even side-swiped two law enforcement vehicles as he hit 70 miles an hour.

The Mayor of Nisswa, Minnesota was cited for disorderly conduct and obstructing the legal process Saturday night after police say he confronted police officers who were making a traffic stop of a motorist.

According to a police report from the Pequot Lakes Police Department, they made a stop around 8:30 p.m. Saturday night south of Nisswa on Hwy. 371. During the stop, Mayor Fred Heidmann was filming the interaction between officers and the motorist.

Pequot Police say they asked him to stand in a safe area, but that he could continue filming.

The police report says Heidmann, â€œimmediately became belligerent and argued with the officers and then left the scene,â€� before returning a short time later to confront the officers.

Police say he was placed under arrest, cited and released for his actions. Posted by Abdul

In the video, Daniel Duncan falls to the ground after being pushed off his bike by 48-year-old Jameson Chapman. The man told Duncan to â€œget the f*** off your bike.â€� 
Duncan told police they were riding their bikes when Chapman bumped into his friend and then began to raise his voice. The first encounter video starts from there.
